However, the salon's lack of approval for skin penetration procedures and the presence of unapproved injectables and equipment raise serious concerns about patient safety.
The incident began with a patient, a 62-year-old woman, experiencing symptoms consistent with iatrogenic botulism, a rare and potentially life-threatening condition caused by the botulinum toxin. Her condition, marked by dysarthria and dysphagia, led to a five-day stay in the intensive care unit at Canterbury Hospital, followed by Concord Intensive Care Unit. The administration of botulinum antitoxin and ongoing challenges with swallowing and speaking underscore the severity of her condition.
The inspection revealed a troubling picture. Zhou's salon was found to have multiple overseas-sourced injectables, needles, syringes, saline, and antiseptics, all of which were not approved for use in Australia. This included Botox, dermal filler, and other cosmetic injectables, as well as local anaesthetic creams with strengths sufficient to be classified as Schedule 4 medications. The Pharmaceutical Services Unit seized a large volume of these therapeutic goods, emphasizing the potential harm they posed to patients.
Infection control and record-keeping were also found to be lacking, further exacerbating the risks. The Health Care Complaints Commission's statement of decision was unequivocal: Ms. Zhou poses a serious and ongoing risk to public health and safety. As a result, she has been prohibited from providing any health services, either in paid employment or voluntarily, for a period of five years.
